It is the mission of the Rochester Police Department to serve all people within our jurisdiction with respect, fairness and compassion.
We are committed to the protection of life and property; the preservation of peace, order and safety; the vigorous enforcement of local, state and federal laws in a fair and impartial manner; and the defense of the Constitution of the State of Illinois and of the United States of America.
Officers
The Rochester Police Department currently employ’s eight full time sworn officers and three part time sworn officer. We operate 24 hours a day 7 days a week.
Chief Kaleb Johnson
Chief Kaleb Johnson has served with the Rochester Police Department since March of 2013.
Chief Johnson graduated from Marshall High School in 2009 where he was a captain of his football and baseball teams. He attended Southern Illinois University of Edwardsville where he received his Bachelor’s degree in Criminal Justice Studies. After graduating from college in 2013, Chief Johnson attended the 480 hour Basic Police Officer Certification Program at the Illinois State Police Academy where he received his full time Law Enforcement Officer Certification.
Chief Johnson is a certified Field Training Officer for the department. Chief Johnson has received certifications in Basic and Advanced Rapid Deployment, SWAT/CQB and Police Patrol Rifle. He is also a member of the Crisis Intervention Team. Chief Johnson was promoted to Sergeant in 2015 and Lieutenant in February of 2017. He was appointed to Chief of Police in May of 2019. He has completed an 80 hour course through Northwestern University in Supervision of Police Personnel and a 200 hour course through the Illinois Law Enforcement Training and Standards Board Executive Institute in Effective Police Supervision.
Chief Johnson has completed a 13.1 mile run which earned him the right to wear the red stripe on the trousers of his Class “A” Uniform and he has also earned the department’s Physical Fitness Ribbon for achieving a score of 80% or better on the department’s physical fitness (P.O.W.E.R) test.
Officer Janelle Shea
Officer Janelle Shea has served with the Rochester Police Department since October of 2014.
Officer Shea graduated from Rochester High School in 2000. She graduated with her associate’s degree in Criminal Justice in 2002 at Lincoln Land College. Officer Shea achieved her bachelor’s degree in Law Enforcement Justice Administration at Western Illinois University with minors in Forensic Science and Sociology. She earned her paralegal certificate from Boston University.
Officer Shea completed the 400 hour Basic Law Enforcement Part-Time Academy in August 2015. She has completed courses in Basic and Advanced Rapid Deployment, PPCT Defensive Tactics and DWI Detection and Standardized Field Sobriety Testing. Officer Shea has completed a 13.1 mile run which earned her the right to wear the red stripe on the trousers of her Class “A” Uniform.
Sergeant Matt Henton
Sergeant Matt Henton has served with the Rochester Police Department since June of 2016.
Sergeant Henton graduated from Rochester High School in 2010. He attended Lincoln Land Community College where he achieved his associates degree. He graduated from Southern Illinois University of Edwardsville in 2015 where he received his bachelor’s degree in Criminal Justice with a minor in Asian Studies. Sergeant Henton completed his internship with the Illinois State Police, district 18.
Sergeant Henton completed his 400 hour Basic Law Enforcement Part-Time Academy in December 2016 and the full-time transition course in June 2017. Sergeant Henton has received training in courses including DUI and Standardized Field Sobriety Testing, Criminal Patrol Drug Enforcement and Intelligence Gathering Traffic Stops. He is a certified Juvenile Officer, Breath Alcohol Test Operator and a member of the Crisis Intervention Team.
Sergeant Henton was promoted to his current rank in 2019.
Detective Justin Harris
Detective Justin Harris has served with the Rochester Police Department from 2005 – 2013 and a second tour starting in 2017. Detective Harris worked 1 year with the Southern Illinois University School of Medicine Police Department in-between his absence with Rochester.
After graduating from Rochester High School in 1995, he entered Lincoln Land Community College where he majored in Computer Networking Administration/Computer Science.
Detective Harris served in the United States Marine Corps where he served in Satellite Fiber Optic Communications with the 2nd Marine Expeditionary Force. He received an Honorable Discharge in 1999. After his service in the Marine Corps, he worked as a private investigator and was a manager in retail security where he was certified in interview/interrogation techniques.
Detective Harris completed his Basic Law Enforcement Training at the University of Illinois, Police Training Institute. He is a certified firearms instructor and taser instructor. He is certified in SWAT/CQB Operations and is a certified Juvenile Officer. Detective Harris is a member of the Sangamon County Crisis Intervention Team and a certified NASRO School Resource Officer.
Officer Ryan Doolin
Officer Ryan Doolin has served with the Rochester Police Department since May of 2017.
Ryan Graduated from A-C Central High School where he was a captain of his football team. He attended Iowa Wesleyan College and played one year of football before attending UIS where he received his Bachelor’s degree in Criminal Justice Studies. While at UIS, Ryan completed a 300 hour internship program with the Rochester Police Department.
Ryan completed the 400 hour Basic Law Enforcement Part-Time academy in August of 2017. Ryan then completed his Full Time Law Enforcement Officer Certification in December of 2017. Ryan has certifications in Basic and Advanced Rapid Deployment, SWAT and CQB, High Risk Patrol Tactics and Disability Education for First Responders. Ryan is also a certified Juvenile Officer and a Field Training Officer for the department.
School Resource Officer Jon Schwartz
Officer Ryan Martin
Officer Ryan Martin has served with the Rochester Police Department since May 2019.
Officer Martin graduated from Lanphier High School in 1995. He enlisted in the Illinois Army National Guard in April of 1994 and entered the Active Army in March of 1997. Officer Martin retired from active duty at the rank of Master Sergeant in March of 2017 after a 23-year military career. During his service, Officer Martin spent 15 of his 23-year career serving in various positions throughout the United States Army Special Operations Command. Most notably, from 2002 through 2012 he was assigned to the elite 160th Special Operations Aviation Regiment (Airborne). He is a Veteran of Operation Enduring Freedom and Operation Iraqi Freedom and is a Bronze Star Recipient.
Officer Martin holds an associate degree in Aviation Technologies as well as Federal Aviation Administration Airframe and Powerplant Mechanics Licenses. He has certificates in both fixed wing aircraft and helicopter accident investigation from the Southern California Safety Institute.
Officer Martin completed the 560-hour Basic Law Enforcement Academy at the Macon County Law Enforcement Training Center where he earned his full-time law enforcement certification. He is a certified State of Illinois Sexual Assault Investigator and Juvenile Officer. He has also earned the Police Patrol Rifle certification.

Officer Brent Heaton
Officer Brent Heaton has served with the Rochester Police Department since May of 2019.
Officer Heaton graduated from Rochester High School (class of 2014) where he was a volunteer with the Rochester Police in the VIPS program. His junior year of High School he completed a Law Enforcement Class at the Capital Area Career Center. He attended Lincoln Land Community College and majored in Criminal Justice. Officer Heaton completed his internship with the Springfield Police Department. Officer Heaton’s previous employment was as a Security Officer at Par-A-Dice Hotel and Casino.
Officer Heaton completed the 560-hour Basic Law Enforcement Academy at the Macon County Law Enforcement Training Center where he earned his full-time law enforcement certification. He is a certified Juvenile Officer and has earned the Police Patrol Rifle certification.
